Financial support schemes in Norway
Below are listed some relevant support schemes in connection with the procurement of emission-free machines or development projects using this type of machinery in Norway.
Enova
Enova supports both the public sector, businesses and individuals, and has several different support programs. Among other things, they offer support when purchasing vehicles and construction equipment that run on electricity or biogas. Climate kit
Klimasats is the Environment Agency's support scheme for municipalities, county municipalities and some municipal enterprises for the implementation of climate action. Climate rate can support additional costs of investment in emissions-free and biogas-powered machines that fall outside Enova's schemes. Green Platform
Green Platform provides companies and research institutes with financial support for research and innovation-driven green growth. Its purpose is to drive faster investment from businesses in green, sustainable solutions and products, encompassing the entire value chain from research to testing, commercialization and industrialization of sustainable, green products and services. The Research Council, Innovation Norway and Siva manage the funds.
Municipal Bank
Kommunalbanken offers green loans with lower interest rates for investments that help solve the climate and environmental challenges of the future today, including the acquisition of construction equipment. All municipalities, county municipalities, municipal enterprises, intermunicipal corporations and other enterprises with a municipal guarantee can apply for a green loan at the Kommunalbanken.
PILOT-E
PILOT-E is a funding offer to Norwegian business, established by the Research Council, Innovation Norway and Enova. The aim of the scheme is that completely new products and services in the field of environmentally friendly energy technology will be developed more quickly. They will also be used to contribute to emissions cuts both in Norway and internationally. PILOT-E follows the players throughout technology development — from idea to market. Call for proposals in 2017 provided support for projects promoting emission-free transport on land. One of the projects awarded worked to develop electric or hydrogen-based solutions for heavy trucks, concrete trucks and excavators. The award in 2019 went on to develop emissions-free technology in hydrogen-based transport and construction activities. Also in 2024 was one of the topics of the call, namely Power - in the right place - at the right time, highly relevant from the point of view of electric operation in connection with emission-free building and construction sites. One of the three projects that received funding will develop software and new technology to monitor the condition of cables in real time so as to make better use of existing cable networks and thus increase transmission capacity — for example, into an emission-free construction or construction site.
